Why this dilemma matters
These choices are rarely between good and bad — they are between different distributions of harm. Choosing “Yes. Reconciliation sometimes starts with people who do not deserve it” prioritises rules that hold everyone the same; choosing “No. Dialogue gives moral cover to those who helped cause harm” gives more weight to choices that account for difference.
