Why this dilemma matters

No legal answer is the same as a moral answer here — both have to be argued. Choosing “Yes — long-term climate protection outweighs short-term economic hardship for some” prioritises the strict rule; choosing “No — policies that disproportionately burden the poor are unjust, regardless of intent” gives more weight to a context-aware exception.
