Why this dilemma matters
No legal answer is the same as a moral answer here — both have to be argued. Choosing “Report them — breaking the law undermines the legitimacy of environmental protection itself” prioritises the strict rule; choosing “Stay silent — some ecosystems cannot wait for legal processes that consistently fail them” gives more weight to a context-aware exception.
