Why this dilemma matters
No legal answer is the same as a moral answer here — both have to be argued. Choosing “Le famiglie locali: hanno aspettato anni e hanno diritto a una risposta istituzionale” prioritises the strict rule; choosing “I migranti in emergenza: il bisogno immediato supera l'anzianità di lista” gives more weight to a context-aware exception.
