Why this dilemma matters
No legal answer is the same as a moral answer here — both have to be argued. Choosing “Obey. Mercy toward enemies may doom humanity later” prioritises the strict rule; choosing “Refuse. Peace must be tried before annihilation” gives more weight to a context-aware exception.
