Why this dilemma matters
No legal answer is the same as a moral answer here — both have to be argued. Choosing “Approve it. The public budget can use the money” prioritises the strict rule; choosing “Reject it. Residents should not subsidize private computing demand” gives more weight to a context-aware exception.
