No legal answer is the same as a moral answer here — both have to be argued. Choosing “Sì. Ogni comunità ha il diritto di difendersi” prioritises the strict rule; choosing “No. Spostare il peso su luoghi meno forti non è una soluzione” gives more weight to a context-aware exception.
