No legal answer is the same as a moral answer here — both have to be argued. Choosing “Sì. Salvare vite ora pesa più di un finanziamento imperfetto” prioritises the strict rule; choosing “No. Gli aiuti legati a pressione politica corrompono la missione” gives more weight to a context-aware exception.
